Homeowner will submit detailed plans to the HOA including location, size, and materials of project. The HOA members will gather immediate neighbor input and make a decision based on the good of the neighborhood.

Ron made a motion to approve the web site (minus pictures and directory info until the dues postcard responses come back); the motion was seconded by Janie.
Dave Gibson will be responsible for complaint follow-up.
Back dues and penalty discussion: Jan-June dues are due by Jan. 1st. If not received by January 15th, a late fee of $3/month (or portion thereof) will be charged. Motion made by Frank, seconded by Ron.
Kelly made a motion to fore-go the insurance bonding, seconded by Janie.
Landscaping bids will be firmed up by Ron in Jan-Feb.
Checks and balance system will be put into place for landscaping service/bill payment. Ron is to receive a notice of service from the landscapers, which he will verify and then notify Frank of service.
Covenant compliance discussion: Decks, fences, hot tubs, pools, and sheds will need HOA approval. Retraction of Ron’s statement made at the Nov. 9th meeting regarding neighbor approval for improvements. The policy going forward will require written approval from the Board prior to improvements. Plans and a written request must be submitted.
We will create a centralized e-mail address which will go to all 5 board members.
Discussion regarding neighborhood meeting at St. Catherine’s in the beginning of November. Janie to make a sign in sheet.
Website opening page to contain dues reminder, late payment penalty communication, and information regarding improvement approval process.

Per Marcia, the bare, rocky area to the left of lot 41 and the common area at the end of Vitullo will be top soiled and reseeded within one week.
Per Marcia, the pipe sticking out in the Gibson’s backyard is a roof drain pipe installed by Heartland and is not a Meritage or HOA issue. Heartland says the neighbor (Marcia wasn’t sure which one) has a similar pipe.
Per Marcia, Heartland was issued a two week time-frame (beginning ???) by Meritage to remove all topsoil needed for the remaining lots to a vacant lot for later use. Frank Wolf will contact Bob (the guy moving the dirt) and Tim (the new “Fred”) to discuss the re-grading and seeding. This negates the need for the letter to Gillespie as previously stated in the meeting minutes from 9/17/06.
Jay (who works for the management company which handles the condo HOA) will obtain landscaping quotes for ALL the common areas and also separate quotes for the single family and condo areas. The condo HOA is questioning the $5/household fee that is being paid to our HOA for the common area maintenance. Any amendments (if necessary) must be recorded with the county as they are legal documents.
Marcia is to e-mail Kelly our HOA documents for eventual placement on our web-site. After the official meeting Frank, Ron, and Kelly discussed adding a page to the web-site titled “Did You Know?” where we can post commonly overlooked restrictions listed in the HOA documents such as the shed/fence/deck approval process, window treatment color, the hanging of laundry outside, street parking, etc.
Ron will contact Matt Kramer (from Heartland) regarding the missing pine tree between Burns/Kramers.
Marcia will request an additional 4 (?) trees to be planted to the left of lot 41, along the bottom of the field extending to where the current trees end near the mouth of the field.
And finally, Meritage will file (and pay for) the variance with the township by 10/20 requesting approval for the installation of two entrance signs. The lower one to be placed on the hillside to the right of the Wildwood-Sample entrance, slightly angled to face 7 o’clock as you’re looking at it standing on Wildwood-Sample. The upper sign to be placed 10’ back from the road, in the common area strip between the former model home’s back yard and the church property. Both signs will be lit by spotlights (she wasn’t sure where the electricity would be supplied from.) Both signs will be flanked by 2 brick columns (5’ high on the lower sign, 7’ high on the upper sign.)
The sign was unveiled at the meeting. It will be a 3’x3’ molded Styrofoam material that looks like wood. The background was green with a gold tree and Twelve Oaks written on it with a gold trim.
Marcia will let Ron and Jay know when the township will vote on our variance. At that meeting it is suggested that homeowners attend to help get the variance passed.

The meeting started with the discussion of the retention pond. Ron recently spoke to Marty Urban with Hampton Twp. land development. Marty confirmed that the retention pond is indeed the responsibility of the HOA (as stated in the HOA documents.) They briefly reviewed a treatment/maintenance schedule, which includes the trimming of the vegetation surrounding the pond and a “tablet” treatment to guard against mosquitoes.
The $10/household “development charge” is, according to the HOA documents, deducted from our $26/mo. HOA fee each month for 20 years from the move in date for each household. This is in contrast to what Marcia stated in our last meeting that the fee lasted 20 years from the move in date of the first homeowners (or shortly thereafter when they started collected it from the initial homeowners.) Based on Marcia’s statement, the last payment from the HOA to Meritage would be 9/2024.
The Board authorized a $200 contribution to the Block Party. The remaining monies to be donated to the Fire Department.
Jane will send a public e-mail thanking the coordinators of the Block Party. (DONE)

Frank will open up a checking account for the HOA funds. Expenditures over $200 will require two signatures.
Kelly to write a letter on behalf of the HOA to Marty Gillespie regarding the dirt removal in the common field space. The letter will request a written agreement with Heartland that they will (in the short term) make the area where the dirt has been removed safe and (in the long term) start taking dirt from the top surface. The agreement should include details regarding resurfacing and reseeding (at Heartland’s expense) upon the completion of the remaining home sites. We will request that our HOA input be taken into consideration at that time. It was suggested at the meeting to state a timeframe in which Heartland will have the area back to a useable condition (end of May, 2007.)
The Twelve Oaks website is under construction. Additions to the site such as an Issues Form (NOT anonymous), a link for homeowners to e-mail the Board and an area where the meeting minutes can be displayed were discussed. Kelly to provide Frank with the receipt for the web development software. Tentative website completion date is mid-October.
HOA dues collection will remain on the 6 month schedule. The next collection date is Jan. 1, 2007 for the following 6 months. Kelly to create a reminder postcard. Jane to address and mail postcard in the beginning of December.
It was discussed that all homeowner issues be in writing to the board.
Out-Standing Issues to discuss with Marcia and Rumbaugh:
Written confirmation regarding end date of the $10 development fee
Request for the common field agreement that Meritage currently has with Heartland
End of Vitullo topsoil and reseeding
Replacement of missing pine tree between Burns and Kramer (dead one removed by homeowners)
Pipe in common area behind lot 38 (Gibson)
Restoration of the area to the left of lot 41 where trees were previously stored. Area was left rocky and unfinished with no topsoil/seed.
